IOM and Iceland

The IOM Country Office in Finland is in charge of activities and operations in FinlandSweden and Iceland. In Iceland the activities include Assisted Voluntary Return and Reintegration, resettlement of refugees, family reunifications and Pre-Departure Orientation training for quota refugees.


IOM Finland provides Assisted Voluntary Return and Reintegration services to migrants wanting to return from Iceland. This is done in cooperation with the Icelandic Directorate of Immigration.

Eligible migrants include asylum seekers, persons considered to be vulnerable, victims of trafficking and unaccompanied minors in Iceland.  The AVRR-ICE project has started as a pilot in 2016. The aim is to work for establishing a nation-wide possibility of AVRR in Iceland for persons in need of return assistance.

The project’s main focus is on assisting returnees through counselling, assistance with travel documentation needs, international travel arrangements, provision of transit and arrival assistance as well as operational/medical escorts and onward transportation to the final destination.

In addition, returnees will receive departure assistance in Reykjavik airport together with pre-departure cash payments from the Icelandic Directorate of Immigration. The services are free of charge for the returnees.

If the returnees asylum application is still in process they will have to withdraw it in order to return and receive support under the programme. Persons are not eligible for the programme if they are a citizen of an EU country or have acquired Icelandic citizenship.

Resettlement and family reunification

IOM Finland organizes the transportation for the refugees to the Nordic countries, except Norway. This includes escorts and purchasing of clothes where needed. Before departure IOM carries out the “fitness to travel” check.

IOM provides services to quota refugees selected for resettlement under the framework agreements between IOM and the Icelandic Ministry of Welfare.

IOM also takes care of the travel arrangements for persons resettling to Iceland under a family reunification scheme in partnership with the Icelandic Ministry of Welfare.

Pre-Departure Orientation

IOM Finland is also providing Pre-Departure Orientation training for quota refugees selected to resettle in Iceland. The Icelandic Pre-Departure Orientation is implemented by IOM.

IOM globally provides pre-departure cultural orientation training courses for refugees accepted for resettlement to a third country. Over the past 25 years, IOM has conducted courses for over 500,000 refugees in over 70 refugee processing locations around the world. The tailored approached to training takes into consideration the specific needs of migrants and of the receiving country.
